Estadista británico. Como secretario de Estado para India (1931–35), asumió la enorme tarea de elaborar y defender en el parlamento la nueva constitución de ese país y fue el principal artífice de la ley de gobierno de India (1935). Se desempeñó como ministro de asuntos exteriores (1935), pero fue obligado a renunciar por su papel en la negociación del impopular pacto Hoare-Laval. Como ministro del interior (1937–39), ayudó a formular el acuerdo de
Munich, con lo cual se le identificó como partidario de la política de apaciguamiento, lo que dañó su prestigio. Durante la segunda guerra mundial fue embajador en España (1940–44).
